Since Boulder voters approved the Climate Action Plan tax in 2006, the city has spent $5.3 million in its efforts to cut greenhouse gas emissions. But less than half of that money has gone to rebates and incentives to homeowners for energy-efficiency upgrades, energy audits and consulting help to develop the city’s programs.read more
